Subject: Bibliographic/title references in shortdesc

DITA 1.0/1.1 does not provide the ability to appropriately format book
and movie titles within a short description.

For example, consider the following short descriptions: "This document
summarizes the key points of 'Guide to XML Design' by John Smith" or "A
critical review of 'Star Wars'".

In either case, "Guide to XML Design" or "Star Wars" should be
italicized or underlined (or quoted if no other options exist). Clearly,
<i> and <u> are not appropriate, as this decision must be left to the
XML processor.

<cite> is not supported in a <shortdesc>. Abstract could be used, but
the above examples are short descriptions, and should be processed as
such (summaries in the TOC, for example). Specialization is a poor
solution for such an elementary typographic standard.

What is needed is either 1) support for <cite> in <shortdesc> (among
others) or 2) an inline element for designating the titles of works.
