You certainly may distribute the DITA DTD and XSD artifacts. Many XML
editors and component content management systems do just that.

If you want to republish the specification itself, be sure to include
the contents of the "Notices" -- see
http://docs.oasis-open.org/dita/v1.2/os/spec/DITA1.2-spec.html

So, my question is, does the DITA TC intend for the schema to be
