[DITA 1.3] Incompatible changes in processing-role for reltable and relcell

Hi,

The DITA 1.3 specs seems indeed to specify resource-only as
being the default value for processing role for reltable:

The DITA 1.2 specs seemed to specify "normal" as the default for it.

For relcell it would seem to indicate that it has a normal
processing role:

> https://www.oxygenxml.com/dita/1.3/specs/index.html#langRef/base/relcell.html

but the DTDs set the default to "resource-only".

These changes lead to problems using information from reltables with 
publishing with DITA OT 2.x and DITA 1.3 schemas:
