Hi Ymte,

This was considered at one point in the design discussion around key scopes, but the Technical Committee eventually decided that the current approach is preferable. At this point so late in the process, we are not planning to revisit that decision.

Description:
An idea is to specify the keyscope of a key reference in a separate attribute (for example the @keyscope attribute or a new attribute @keyrefscope). This may avoid issues with existing keys when migrating to DITA 1.3 and make it more explicit what is that keyscope.
