Hi, Stefan.
Thanks for your suggestion. We looked at your e-mail at our 08
May 2018 DITA TC meeting, and it will be considered further by the
DITA TC member who is working on changes to bookmap for DITA 2.0.
Best,

Hi,
the (probably rarely used) <bookmap>
element <amendments>
is allowed in <backmatter>.
<backmatter>
<amendments/>
<booklists>
<figurelist/>
</booklists>
</backmatter>
Specification DITA 1.3:
The <amendments>
element references a list of amendments or updates to the book.
It indicates to the processing software that the author wants an
amendments list generated at the particular location.
Because it indicates to the processing software, that a list of
amendments or updates should be generated, it should be used
similarly to similar elements, like <figurelist>.
So it should be allowed in <booklists>
and not before <booklsts>.
Greetings,
Stefan
