I think stepsection is somewhat obsolete, by modern reckonings of content architecture, minimalism, and reuse. The suggestion to use a series of task topics is more robust. Don't get me started on how I think substep is bad and an injection of IBM Style into the DITA standard. I've worked at places that specialized task topics to allow steps (and children) as child of step. Sometimes, you just need more than two nestings of steps; and having two different element naming conventions makes reuse arduous.
