Dear DITA learning sub-committee -

The DITA TC asks that an issue summary accompany submissions for 1.2 The
issue number of the learning and training specialization is 12058. This
document provides my draft of the issue statement, with our design and
language spec to provide the details.

Please review, and let's discuss via email and at our meeting this
