Here's a real example from one of my client's current docs, tagged with 
markup of my own design (the markup itself is not important, just 
observe that there are two paras):

   <q_statement>
     <p>The spinner below is divided into 8 equal sections. Xavier spins 
the pointer.</p>
     <art>
       <Image href="art/93OH_CR6_02.eps"/>
     </art>
     <p>What is the probability that the pointer will land on yellow?</p>
   </q_statement>
