Proposed Design for interactionItemBase

I suggested that there be a base type from which the individual 
interaction items can then be specialized. Here is my suggestion for the 
interaction item base type:

This differs from the current model only in that it makes lcQuestion 
optional (to allow empty conreffing instances per my earlier comments).
