Dear DITA learning specialization SC

So far, only Fred Evers has posted review
comments in the wiki - http://wiki.oasis-open.org/dita/LearningContent/lcReftopics.
To expedite things (and get us to completion
by next week), I'll be reviewing the lang ref topics, starting with learningPlan
and working down, and starting right now.
Others are of course free to review,
as well. The more eyes the merrier.
