I just realized that <navref> is not part of the %topicref; group but a
separate element type, so it doesn't need to listed in the constraint
because it's already allowed in <topicgroup>.

OK, my updates to the DTDs and the new RNG version are attached.

I renamed simpleTopicrefConstraint.* to learningSimpleTopicrefConstraint.

There are test map documents for the RNG declarations (should work with
Oxygen or later Toolkits).
