I think we can leave out dlhead - that
both makes it simpler, and makes it more in line with the HTML5 dl tag.
If someone wants a dl with a heading,
they can still create a two column table.
That also allows us to change the content
model of <dl> to choice, to match our other list entries. And then
the content model problem for Birgit's specialization disappears - I think.

We just discussed this in the meeting. In the lwdita
DTDs, the dlhead
element is not defined. But dlhead is defined in the main DITA DTDs. I
think leaving this out this was an oversight on my part, because I don't
think we ever discussed removing dlhead.
Therefore I will add dlhead to the lwdita DTDs. Unless someone informs
me why I should not.
