Further issues with DITAweb created

Thanks to Alan Houser for making me aware of an annoying problem -- 
DITAweb was doing something bizarre with the contents of the bookmap 
<notices> element, which stores a lot of OASIS metadata and cover page info.

I temporarily removed this content from the publication and republished. 
Please take it for a test drive.
