migrate LwDITA committee note to GitHub?

Hi Kris,

At our meeting yesterday, the Lightweight DITA SC discussed the idea of 
moving the committee note to GitHub. We're on-board with the idea, both 
logistically and technically. But ... are you aware of any OASIS 
impediments to doing so?
