Hi, JoAnn.

I don't think Eliot is "releasing" parts of the 1.3 spec. He just has 
some content in his Github repository. That's quite necessary, 
especially as George Bina is helping him on the RelaxNG implementation.

I think it's a super opportunity if oXygen 15.2 will ship the 
troubleshooting topic as a beta template; it's a great opportunity to 
socialize the new topic type.

Still, I'll ask George and Radu to wait until the proposal is approved, 
and I'll ask that they pull the source from the official TC repository 
(Kavi).
