Subject: "Best Practice for Translating DITA" document?

Hello, I'm here to tax your memory (but hopefully not your patience).
I might need to ask this of the DITA Adoption TC, but I thought I'd start here.
Was there ever a "Best Practice for Translating DITA" document produced
by this SC? I found "MultiLanguage Best Practice," dated 10 June 2008

Is there a newer version of this document? I also see reference to a "Translation
Memory Best Practice" document (http://www.oasis-open.org/apps/org/workgroup/dita-translation/email/archives/200708/msg00022.html).
