The case I'm thinking of is in Finnish (or at least represents my very limited knowledge of Finnish). A colleague at Nokia remarked that the sort order on the cell phone for contact names is not in the correct order for Finnish. Some of the characters appear at the end of the sort rather than in their correct positions for a native speaker of the language. We might use Bruce's idea of a language specific designator that would save rearranging the sort order manually. In other cases, we would want to place a sortable expression within the index-sort-order element, such as in the Japanese use case I described in the proposal.
