The case I'm thinking of is in Finnish (or at least represents my very
limited knowledge of Finnish). A colleague at Nokia remarked that the
sort order on the cell phone for contact names is not in the correct
order for Finnish. Some of the characters appear at the end of the sort
rather than in their correct positions for a native speaker of the
language.

We might use Bruce's idea of a language specific designator that would
save rearranging the sort order manually.

If you want to sort aardvark after absolutely everything else in
English, you can use markup like:

 
<indexterm>aardvark<index-sort-order>zzz</index-sort-order></indexterm>

This is an extreme example where you want to stick something at the
absolute end. In other cases, we would want to place a sortable
expression within the index-sort-order element, such as in the Japanese
use case I described in the proposal.

How would this proposal allow me to place the words beginning with the
letter "a" at the end of the sort? The result would be b ... z a

Of course, this is a fictional example but it would enable users to
correct for the sort order in various languages that is different from a
standard sort.
