I think this is reasonable. The specific use case I had was a 
requirement to capture a date value but then be able to specify 
arbitrary text that futher describes or clarifies the date, e.g.:

<date-effective value="2007-10-20">You may use this rule before this 
date but you must use it after this date</date-effective>
