Groups - Proposal #12035: Generic collation element (dita-proposal-collation-newtemplate.xml) uploaded

This new proposal clarifies that <collate-as> is not a substitute for ruby,
and states why it prefers to have #12008 as a dependency.  Also defers to
existing elements like <index-sort-as> where they exist.
