Includes the following changes from the previous version:
* Removed UI, Software, and Programming domains from learning DTDs
* Fixed a bug with bodydiv not showing up inside body
* Added @scope to image and all specializations of image (was called for by
12050 but had not been added)
* Added an XML declaration to the start of each DTD file, at the request of
Eliot Kimber

Document Description:
Draft of the DITA 1.2 DTDs. I will upload new packages periodically as new
sets of requirements are implemented.

The file _Updates.txt within the package contains a list of included
features. This file will be included with each draft until the changes are
complete.
