Topichead does not allow @keys

Just noticed that at least in my copy of the 1.2 DTDs, topichead does not
allow the @keys attribute.

I think this must be a bug as we have established through separate
discussion and decisions that, using chunk, it can be meaningful to address
a topichead in order to either address it as a unit of navigation or as a
reference to a topic (whose existence is implied by a @chunk value).
