You would need at a minimum two different public IDs that resolve to two
different "ditabase.dtd" files in two different directories.

More usefully, you would have two different DTDs, e.g. "ditabase.dtd" and
"ditabase-with-general-task.dtd", so the two could live in the same
directory.
