Status of Making @href optional on <image>

I know we discussed this some time back but
I can't remember if a decision
was made. The proposal is to make @href on <image> optional now that
@keyref
is allowed. There seemed to be consensus that the current language
requiring
@href in all cases is a bug but I don't know if we officially determined
that.
Did we make that decision?
