Hi Eliot,

I believe that this was approve by the TC.  The change has already been made in the schemas, but a new package has not yet been posted to the TC

[dita] Status of Making @href optional on <image>

I know we discussed this some time back but I can't remember if a decision
was made. The proposal is to make @href on <image> optional now that @keyref
is allowed. There seemed to be consensus that the current language requiring
@href in all cases is a bug but I don't know if we officially determined
that.

Did we make that decision?

Thanks,

E.
