I have completed my action:

 

> ACTION: Gershon to create a new wiki page that pulls in the issues in items
> 3 and 5 into one place for further work by the TC.

I added the following page, linked from our DITA 1.3 activity on our front page:

The idea is for the TC members to continue updating this page with processing order details towards eventual tightening of the spec and/or release of a "processing rules" document.
