RE: [dita] Terminology issues: Linking and addressing terms? Referencing and referenced element?

Since SVN has a CVS-type policy about locking we need our own
notifications when something is being worked on for more than a
relatively brief time between update and commit.  Or at least between
editor and signed-up author, as in this case. Frequent commits also
help.
