I would say "that specifies an address".

That is, addressing attributes only have one purpose: to address things.
Saying "can be used to" implies they could do other things.

This does leave undefined what "address" means. In DITA all addresses are
either URI references or key references (DITA does not use bare ID
references). Therefore it would be accurate to say "that can be used to
specify an address, either a URI reference or a key reference".
