Subject: Review Comment: 2.1.3.4.3.3 Processing key references: Remove parastarting "When attributes are combined..."
In section 2.1.3.4.3.3 Processing key references, the paragraph starting "When attributes are combined..." reflects what was point 26 in the original keys proposal. Point 26 clearly conflicts with point 25 in the proposal and point 25 is correct. In the spec, point 25 is reflected in the preceding paragraph, starting "The attributes that are common...". Thus, the subject paragraph is in error and should be removed, including the list showing the priority sequence for key definitions and references. In short, the rule that key definitions follow normal conref rules for attribute merging (except as noted) is correct and there is therefore no need to say more about precedence. I discussed this with Michael Priestly and he concurs with this analysis.
