Subject: Adding <cite> to <shortdesc>
One of our DITA users would like to be able to add <cite> to <shortdesc> so that they can add a text reference to the topic short description. In Chinese, their source language, there is no italic. When they use <phrase> for the citation, the English translator
has to add <i> to the English because <phrase> is used for more that citations in their DITA topics. They would like to avoid asking the translators to add an element to the translation. <cite> would be the best solution for both Chinese and English.
