The Calibre conversion tool can convert
from various formats (including CHM) to many ebook formats (including epub).
You have to use a fairly recent version of Calibre, however. Many of the
version supplied as standard in Linux repositories (such as Ubuntu) are
very back-level.
For the specific question of which version
I use, I like having the PDF version available, but for quick and easy
(interactive) reference I prefer the XHTML version, or an epub version
for local / offline emergency reference use.

I use the CHM file primarily. Once saved,
it's available on-line and has a search and index view. I can search across
the entire spec. I also can print out a topic collection.
I use the XHTML files (online from OASIS) when I want to send a link to
someone.
I do not use the PDF.
I would be interested in having an ePub or other mobile format for easy
use on my iPhone and iPad.

- DITA source
- ZIP of XHTML file that can be used
locally (late addition, available from TC home page, probably no one knows
about it)
