Cross-Deliverable Linking Implementation Work: Source Project on GitHub

I've created the project drmacro/dita13-xpub-linking on GitHub to manage my
attempt to implement the proposed cross-deliverable linking features.

The GIT read-only URL is:

git://github.com/drmacro/dita13-xpub-linking.git

The HTTP URL is:

http://github.com/drmacro/dita13-xpub-linking

At the moment there is only a set of test case maps and topics that
illustrate the requirements. I will be adding vocabulary modules and
implementation code for use with the OT over the coming weeks.
