Don noted the expansion of DITA into India. Joann was concerened about people offering 'certification' without any oversight by the TC or OASIS. But the fact that any organization wants to offer training, is an advertisement of the technology. Don suggested that, in conjunction with Adoption TC, we work out a policy. Kris suggested putting it on the TC agenda, and discussing it on email. There was a short discussion, mostly Don, Joann, Adrian, and Kris, on certification vs. conformance wrt certification of training.

Kris reviewed the current progress reports. 13090 was moved to stage 3 and we're still discussing 13004. Proposal owners gave feedback on current estimates for deadlines.

Proposals 13004 and 13041: Proposed Reconciliation

Eliot went over his reconciliation proposal with samples illustrating and extending Chris' scope proposal 13004 to work with his cross-document xref proposal 13041.


Chris agreed that Eliot's proposal will work with his proposal
Don suggested that the 2 proposals be merged, since they're so connected. But Eliot and Chris were concerned that with the innate complexity of each proposal, it would be better to keep them separate.
Eliot noted that he now sees why Chris thinks that scope names need to be hierarchical.
Chris; I just need to call things out clearly in the proposal; I don't think anything fundamental needs to change. We need to have the proposal clarify the edge cases.
Kris; this is necessary for 1.3, but it will be difficult for vendors to implement. Is there anyone on the call who feels we need to raise other issues?
Joann; Do we have a sense of the vendor community being ready to suupport this?
Eliot; I talked to Dita2Go, and they already implement part of this.
Robert; Jarno has also already thought about this.
Eliot; There's also a quick and dirty way to implement it as well, by pushing the key names into the key locations.
Kris; I think the implementations that will take the longest will be for CCMS vendors with an authoring bridge to editors.
Joann; I wish we had more representation from vendors on this TC, so they'd be more involved.
JimT; We need to really understand the use cases; for one thing, it's not so hard to implement something if it's very well spec'd. It's a very complex feature; that's what I've been pushing back on.
Chris; My original proposal didn't include addressing keys across scopes, but MichaelP and Eliot made it clear that was a necessary.
Don; it would be good for JimT to post to the TC on all his concerns
MichaelP; The issue of needing a map context to resolve references came in with 1.2 and keyrefs generally; if you have keyrefs in two places, it goes to the first one and you get an error for the second. We've needed this scope piece ever since we've had keys.
Kris; I talked with MichaelP at last week's DITA conference about having a webex on his lightweight DITA proposal, maybe we could do Eliot's as well.
Don suggested that Kris and Joann get together on the webinar idea, since Joann wants to do some of the same webinars thru the Adoption TC.

Resolution; TC will vote on #13004 next week.
