Yesterday the DITA TC voted to NOT consider any new proposals for DITA 1.3. Of course, it could be proposed for inclusion in a later release of DITA. If you want to pursue that, I'd suggest that you join the DITA Technical Committee. (Oracle is an OASIS member, and several Oracle folks are members of the DITA TC.) In general, if you want to see new features in DITA, the most effective way to accomplish that is to be prepared to champion a proposal and do the work that is necessary to bring it to fruition.
