Proposal 13104: Add keyrefs to <object> and <param>

I have submitted Stage 2 proposal 13104, Add keyrefs to <object> and <param>

This proposal adds 4 new attributes to <object>:

- classidkeyref
- codebasekeyref
- datakeyref
- archivekeyrefs

And one new attribute to <param>:

- keyref

It also adds additional processing rules for getting @type values from
keyrefs where appropriate.

This proposal makes it possible to use keys to specify all the URIs that may
be specified for <object> or <param>.
