Proposal 13041, Cross-Deliverable Linking, Stage 3 Drafted--Need Reviewers

I have drafted the Stage 3 submission for proposal 13041, Cross-Deliverable
linking and need reviewers.

This is the proposal that defines a specific meaning for @scope="peer" for
keydefs bound to maps and for which there is a key scope (per Chris N.'s
scoped key proposal).

This is probably the most involved of my Stage 3 proposals because it deals
with the intricacies of key processing.
