WEK Stage 3 Proposals in Kavi

I have produced the HTML and PDF for all of my stage 3 proposals and put
them into the OASIS Kavi system.

I didn't track down the minutes links and so forth for all the proposals--it
didn't seem essential for the review period. I'll have to circle back and do
that where it's lacking.

I will attempt to be on today's call but I can't guarantee I'll be within
WiFi range at 4:00 p.m. UK time.
