Kris determined there are no reviewers yet; we'll ask for these later.

BUSINESS:
Regrets for 19 November
Kris asked for additional regrets for 19 November--no new info. At this point, no indication we need to cancel for the 19th; that meeting remains scheduled.

DITA 1.3 progress
JoAnn reminded Kris to add TechComm SC items
Kris suggested adding a row to track items that are in limbo in progress (Cihak's item in particular)
Robert has moved up his metadata item; Kris looking for a way to pull this data from other locations

DITA 1.3 proposals, stage 3
Questions and requests for reviewers:
Troubleshooting comment about necessary change for title
Bob Thomas sent out an email; during updates he discovered need for a literal title in various contexts (auto labels not always reliable/desireable);
TC has no objections to this minor update.

Proposal 13004: Scoped keys (Nitchie) (continued discussion from last week)
Chris has added a new topic with a diagram (finding effective key definitions for key scope). Not necessarily new but was helpful from his DITA Europe presentation.
Any other changes were noted in his announcement to the TC.
Regarding Tivy's note, Chris sees no concerns.
Action: Kris will move the topic to readiness for S3 vote for next week.

Proposal 13119, Stage 3, SVG Domain (Kimber; Reviewers: Nancy Harrison, Deb Bissantz)
Eliot gave background: based on foreign, allows referencing external as well (svgref).
Kris asked for comments; JoAnn affirmed the usefulness of this item. Kris noted other places in the spec where SVG is mentioned where discourse should be brought up to date; Eliot will search for this and add them to his list of spec updates. Kris suggested making sure the proposal has a useful example.
Action: Eliot to update SVG mentions and review an example before we exit discussion.

Proposal 13103, print attribute replacement (Kimber; Reviewers: Nancy Harrison, Deb Bissantz)
Eliot gave background: the current print attribute is both limited and too format-specific; by using @props, one can define any arbitrary delivery target (eg, via a non-normative subject scheme map of 'pdf, epub, html' etc.)
Don asked if @print should be deprecated; Eliot has not added it; Robert thinks it should be the intent of the proposal, Kris recalls that as well.
Action: Kris will keep this item in discussion so that we can discuss deprecation next week and where else it might impact existing topics.

NEW ITEM: Must and should wording in the DITA spec (Eberlein, 5 November 2013)
Kris and Robert been reviewing our use of "must" and "should;" the quoted paragraph is an example of seeming inconsistency.
Discussion about declarative vs procedural background leading to present wording. Robert suggests moving the "must" clause to the front; clean up the discussion as possible procedural implications. Kris will take the revision offline and send her update to the list.
Robert noted how much cleanup Kris has been involved with (note all the check-in notifications); thanks for caring, Kris!
Chris cited similar issues with keyref discussion, which includes "may" terminology. (processing key references, first bullet). Scott Hudson asked about what element to use; Kris recommended using ;
Action: Kris will send out an email about term usage after the call.

NEW ITEM: Chunking and composite topics (Noz Urbina, 1 November 2013)
Brief discussion about this item; Eliot notes the Noz's suggested change is not backwards compatible, but Kris asked if the spec language could be improved for implementers and users? Robert would love for someone else to look at it; already revised from 1.1 edge cases only coverage. Robert agrees with Noz's concerns.
Actions: Stan will take a look at this issue as a character building experience. Chris Nitchie will also look, as a not-yet-implemented implementer.
