Subject: Extend proposal 13027, Draft Comment in More Places: Allow in Empty Elements
There has been some discussion recently on the DITA User's list about the fact that you can't put a draft comment into elements with EMPTY content models, such as <audience>, <boolean>, etc. It would be consistent with the intent of proposal 13027 to allow <draft-comment> and <required-cleanup>, and only those subelements, within elements currently declared to have EMPTY content.
