Subject: @href is required on glossref: Should not be


In putting together test cases for the doctype shell changes I'm making, I
noticed that the @href attribute on <glossaref> is required and was in
DITA 1.2.

It think this is an error--it should be possible to refer to a glossary
via keyref without specifying an href.

I don't see anything in the reference entry for glossentry that would
necessitate a required @href value.

I suspect that requiring @href is just a carryover from DITA 1.1 in that
we forgot to make @href optional once @keyref was available.

Is my analysis correct or is there a more compelling reason to require
@href on <glossref>?
