Kris; good response on both conref and constraints, but issue with constraints has come up (see below)

3. Constraint review question

Kris gave overview; issue is that there are 2 possible interpretations of current constraint content: 
   1. A constraint module can restrict only a single element.
   2. A constraint module can restrict only a group of elements that are defined in the same .mod file.
The TC members who have experience with constraints are split in their thinking on this.  Most of them feel that #2 would be preferable, but half also feel that the 1.2 spec didn't allow for it.  Long discussion on why different members read the 1.2 and 1.3 text as they did - in the 'Constraint rules' topic, bullet items #4 & #7 were called out for particular difficulty.  General consensus was that enabling #2, since it's looser than #1, would not harm backwards compatibility, but also that we need to clarify the rules and coding requirements to make things much more clear. Major participants in discussion were Kris, Robert, Eliot, Chris, Bob, Nancy. 
Kris; we'll close down current review of constraints, in order to deal with issues.
