Readme files for our source packages

Chet,

If someone wanted to build from the DITA source that we will ship for 
our three packages, they will need information about conditional 
processing -- that is, what to include or exclude.

We can include this information in a readme for each of source ZIP files.

Do these readme files need to be in place before the public review 
draft, or can we add them later?
