Hi Kris,

DITA TC review is not part of the current process. We should put this on the agenda for a DITA TC meeting. The DITA TC definitely expressed an interest in participating in reviews when it discussed the A-Z whitepaper. However, that paper had an unusually broad scope that touched the work or nearly every 1.3 contributor. It is not clear to me whether there would be broad DITA TC interest for more narrowly focused white papers. But, I believe that DITA TC participation in white-paper review is essential for ensuring technical integrity.

Rather than having a formal stage-2 sort of review by the entire DITA TC, it might make sense to ask the Adoption TC to consider modifying its review process to include a formal request for white-paper reviewers on the DITA TC list. Those who express interest in a white paper would be added as reviewers and incorporated into the existing DITA Adoption review for that white paper.

Should the DITA TC decide that it would like DITA Adoption committee to modify the current review process, then it should make a formal request and ask to be put on the agenda for the Adoption Committee. It would be good to for both Committees to come to a common understanding.

As for who reviewed the Scoped Keys paper, Leigh should respond to that.
