Proposed committee note: "Upgrading to DITA 1.3"

I think we need to author and release a committee note about "Upgrading to DITA 1.3". (Perhaps it should simply be "Upgrading to a new version of the DITA standard" ...)

There are a lot of moving pieces involved in thoughtfully and successfully upgrading an implementation. Here is a quick and imprecise brain dump:

• (Requirements and information architecture)
  
• Determining what aspects of the new release an implementation needs
• (Grammar files)
  
• Creating new or modifying existing document-type shells, specialization, and constraint modules
• Some CCMS modify OASIS grammar files to add support for their custom attributes
• (Authoring tools)
• Support for DITA 1.3 grammar files
  
• CSS for new shells, if applicable
  
• Help for new DITA addressing, linking, and filtering mechanisms
  
• (CCMS)
• Support for DITA 1.3 grammar files
  
• Updated bridge to authoring environment
• Updated map editor, if applicable
• Help for new DITA addressing, linking, and filtering mechanisms
• (Rendering tools)
• Support for DITA 1.3 grammar files
• Support for new DITA addressing, linking, and filtering mechanisms
• Updated style sheets
• (Style sheets and transformations)
• Support for new topic types and elements
