In principle, this serialized DTD is more generally useful to
older editors like WordPerfect that are unable to handle external
entity references when loading a DTD (Yes, it would still be
usable for DITA if the DTD were serialized!). The tradeoff is that
the size of the resulting DTD can be inordinately large without
the fallback to the parameter entity declarations for content
models. In streaming file usage, these expand only after the DTD
file has been loaded and parsing begins. This compacted DTD is
more ideal for dynamically-loaded content, particularly for
in-browser transforms that may be lagged by large files over the
