I have no strong opinion on the DITA content of your rewrite, but grammatically speaking, the verb "was" is still paired with the subject "the content of the ..element", which, since it now says "content" instead of "contents", is now equally (analogously) as valid as the original wording.

The original needs to be rewritten. Technically, one needs to read it as "The element ... was ..."
How about "Indicates the element from which the content of the <required-cleanup> element was migrated. This provides authors context for determining how the migrated content should be tagged."

Currently:

Should be (at a minimum):
