I take it back. It also failed for me with DITA-OT 3.2.1. The problem 
seemed to be with oasis-cn-topic2fo-shell.xsl, which calls in the 
specific stylesheet overrides.

I rebuilt the file using the latest file shipped with DITA-OT 3.2.1. and 
the plug-in now works with DITA-OT 3.2.1 and DITA-OT 3.3.

The latest code is in GitHub.
