It's because the <imagemap> element is specialized from figure itself, and you can't nest a figure directly within a figure.

Figure was the best fit for imagemap ancestry back when that element was initially added in DITA 1.0, but at this point it might be worth adjusting that hierarchy so that it's based on one of the newer grouping elements. I'm guessing this is something nobody had hit often enough for it to become a pain point (at least, not since we added <div>), so it hadn't come up.

Yes, I can work around it by using div or p in a fig, but that seems odd.
