I always vote in favor of tidying up repositories. I try to argue for it every 12-18 months. Annoying work, but well with it.

We started using SVN for version control in the DITA 1.2 time frame. Since then we've moved the following content to GitHub repositories:

1. Grammar files and source for specifications
2. Style sheets

We kept the following content in SVN:

1. DITA 2.0 proposals
2. Topics about administrative processes

I think we need to move all of the older stuff into an archive directory, so that it is not confusing for folks.
