Request for early feedback for stage 2 proposal #351: Add multimedia elements to base

Attached is a draft of the stage two proposal. Here's a summary and a few questions. FYI, the formal reviewers are Chris Nitchie and Carlos Evia, and I sent the proposal to them yesterday (28 June 2020).

Questions

• How do we handle addressing for @poster? As an element, it had both @href and @keyref equivalents. As an attribute, it just has one value. Does it need to be an element?
• Are we overloading @type too much? Should we do something different now that these are base elements?
