    While discussing DITA-OT implementation for the new audio and video elements, Jarno asked if scope was present on those elements, and it turns out that scope is not. For consistency, I think they should be added; not having scope on images was a pain point for a couple, and was eventually fixed when we made these consistent. 

    I suggest that we add scope to both audio and video; while at it, also for consistency reasons, it should probably go on media-source and media-track. This makes the four new elements consistent with every other DITA base element that has @href.

    Related to that â in searching the base grammar files, I see that media-track and hazardsymbol are both missing the format attribute. The hazard symbol one was clearly missed in DITA 1.3, and we should probably add it to both as part of the same cleanup activity.
