Changes to OASIS policies

This gives us a number of agenda items for upcoming meetings:

• Discuss the TC charter and modify it as necessary. Moving forward, we'll need to do this every four years. We have not done this since the OASIS DITA Adoption TC was formed!
  
• Would anyone else like to be considered as chair? Or as a co-chair? Moving forward, we'll need to appoint (or reappoint) the chair each two years.
  

Both of these changes are ones that I whole heartedly supported. There are other good ones, including simplifying the number of drafts needed during the OASIS approval process and implementing gender-neutral language consistently.
